RIO HONDO INDEPENDENT SCHOOL DISTRICT
SCHOOL HEALTH ADVISORY COUNCIL
BY LAWS/OPERATING PROCEDURES

PURPOSE
The Rio Hondo School Health Advisory Council will serve as an advisory council designed to address issues of School Health such as health instruction, healthful school environment, health services, physical education, school counseling, food service, school site health promotion for faculty and staff and integrated school and community programs.

Membership
The Rio Hondo School Health Advisory Council may consist of 10-20 members with as many community sectors as possible represented.  The School Board of Trustees will approve council members as recommended by each campus.

Attendance
Attendance should be encouraged and publicized.

Criteria
All Sectors of the community may be considered especially those who have the interest and commitment to participate.

Meetings
The Rio Hondo School Health Advisory Council will meet three times each semester.  Special called meetings will require at least one week’s notice to council members.

Officers
Officers are to be appointed as per election or assignment by administration.  Officer positions include:  Chair, Vice-Chair, and Secretary.

Voting Procedures
The voting process should include one-half of the members to be present for a vote to be taken and two-thirds must vote for a motion in order to approve it.  The Rio Hondo School Health Advisory Council requires a motion to be on the agenda before a motion may be made to approve it.  It may be placed on the agenda as an agenda item and a vote may be taken at the next meeting.

Committees
Committees may be formed for the purpose of special functions required.  All Rio Hondo School Health Advisory Council should be equally assigned to committees with the responsibilities shared.

 

Liaison with District and State Agencies
The Rio Hondo School Health Advisory Council may work with agency personnel in the areas of curriculum selection, allocation of school nurse time, development of food service programs, distribution of federal or state funds, and policymaking.

Direct Intervention
The Rio Hondo School Health Advisory Council shall initiate policy related to smoking and alcohol use and the sale of nutritious foods at schools; assist in organizing school-wide activities like health fairs, and health promotion.

Evaluation, Accountability, and Quality Control
The Rio Hondo School Health Advisory Council shall ensure that school health funds are spent appropriately, food service programs offer healthy menus, and that health-related activities are conducted; conduct focus groups with parents, teachers, administrators, and students; examine existing school services relative to need; assess the physical and psychological environment of the school.
