AVAILABILILTY OF ACCESS
Access to the District’s electronic communications system(s) (LANS and WANS), including the Internet, shall be made available to students and employees exclusively for instructional and administrative purposes and in accordance with administrative regulations.
Access to the District’s electronic communications system is a privilege, not a right. All users shall be required to acknowledge receipt and understanding of all administrative regulations governing use of the system and shall agree in writing to comply with such regulations and guidelines. Noncompliance with applicable regulations may result in suspension or termination of privileges and other disciplinary action consistent with District policies. [See DH, FN series, FO series, and the Student Code of Conduct] Violations of law may result in criminal prosecution as well as disciplinary action by the District.
The Superintendent or designee shall develop and implement administrative regulations, guidelines, and user agreements, consistent with the purposes and missions of the District and with law and policy governing copyright. [See EFE]
Electronic mail transmissions and other use of the electronic communication system(s) by students and employees shall NOT be considered confidential and may be monitored at any time by designated District staff to ensure appropriate use for educational or administrative purposes.
DISCLAIMER OF LIABILITY
The District shall not be liable for the users’ inappropriate use of the District’s electronic communication resources or violations of copyright restrictions, users’ mistakes or negligence, or costs incurred by users. The District shall NOT be responsible for ensuring the accuracy or usability of any information found on the Internet.
The Superintendent or designee will oversee the District’s electronic communication system(s).
Oversight of the posting of official district, campus, or division/department materials on the District’s electronic communication system(s) will be the responsibility of the superintendent, principal, or division/department supervisor or designee.
The District system(s) will be used only for administrative and instructional and/or educational purposes consistent with the District’s mission and goals.
Training for employees and students in the proper use of the system(s) will be provided. Users will be provided copies of the District’s acceptable use guidelines. Training in the District’s system(s) will emphasize ethical use of the system(s) resources.
Copyrighted software or data may not be placed on any system connected to the District’s system(s) without permission from the holder of the copyright. Only the owner(s) or individuals specifically authorized may upload copyrighted material to the system(s).
Access to the District’s electronic communication system(s) will be governed as follows:
With the approval of the principal, or division/departmental supervisor or designee, users will be granted appropriate access to the District’s system(s).
Any system users identified as having violated District, campus, and/or division/department system acceptable use guidelines will be subject to disciplinary action consistent with District policies and regulations.
SYSTEM(S) COORDINATOR’S RESPONSIBILITIES
The system coordinator(s) (principal, or division/department supervisor, or designee) for the electronic communication system(s) will:
Be responsible for the disseminating and enforcing applicable District policies and acceptable use guidelines for the District’s system(s).
Ensure that all users of the District’s system(s) complete, sign and agree to abide by District policies and administrative regulations regarding such use. All such agreements shall be kept on file by the system coordinator.
Ensure that all employees supervising students who use the District’s system(s) provide the training emphasizing the appropriate uses of these resources.
Be authorized to monitor or examine all system(s) activities deemed appropriate to ensure proper use of the system(s).
Be authorized to set limits for disk utilization on the system(s), as needed.
INDIVIDUAL USER RESPONSIBILITIES
The following standards will apply to all users of the District’s electronic information/communications system(s). Users who violate these standards may be subject to disciplinary action in accordance with District policies and regulations.
The system(s) MAY NOT be used for illegal purposes, in support of illegal activities, or for any other activity prohibited by District policy.
System users MAY NOT use another person’s ID or password.
System users shall maintain electronic information in accordance with established guidelines.
System users MAY NOT upload/download/nor install programs to the District’s systems without appropriate authorization.
System users MAY NOT knowingly bring prohibited materials into the District’s electronic communication system(s) such as: gambling, extortion, pyramid schemes, chain letters, the viewing of lewd materials or threatening materials.
System users MAY NOT incur or attempt to incur any financial liability. This includes, but is not limited to accessing any fee based services.
Users who violate these standards may be subject to disciplinary action in accordance with District policy and/or legal actions.
Any malicious attempt to harm or destroy District equipment or materials, data of another user of the District’s system(s), or any of the agencies or other networks that are connected to the Internet is prohibited. Deliberate attempts to compromise, degrade, or disrupt system performance may be viewed as violations of District policies and administrative regulations and, possibly, as criminal activity under applicable state and federal laws. This includes, but is not limited to, the uploading or creating of computer viruses.
Forgery or attempted forgery of electronic mail messages is prohibited. Attempts to read, delete, copy, or modify the electronic mail of other system users or deliberate interference with the ability of other system users to send/receive electronic mail is prohibited.
INTERNET WEB PAGE PUBLISHING1 GUIDELINES
The availability of Internet access in all Rio Hondo I.S.D. schools provides an educational opportunity for students and staff to contribute to the Rio Hondo School District’s "Web Pages" on the World Wide Web.
The creation of a web page provides a means of two-way communication for the purposes of sharing information with the Rio Hondo School District and the world about school curriculum and instruction, school-authorized activities, and other information relating to our schools and missions while providing instructional resources for staff and students.
Publishing privileges are provided to students and staff through individuals who have been authorized by the District’s Technology Department. Creators of web pages to familiarize themselves with – and practice – the following guidelines and responsibilities; otherwise, pages may not be published.
Subject matter – All subject matter on Rio Hondo School District Web pages and their links must relate to curriculum and instruction, school-authorized activities, or information about the Rio Hondo School District or its mission. Staff or student work may be published only as it relates to a class project, course, or other school-related activity. Neither students, staff, nor other individuals may use the District’s web pages to provide access to their personal pages on other servers or online services.
Quality – All work must be free of any spelling or grammatical errors. Documents may not contain objectionable material or point directly to objectionable material (i.e., material that does not meet the standards for instructional resources specified in other related district guidelines). The judgment of the teachers, principals, and ultimately, the Technology Department will prevail.
Student Safeguards – Only with parental permission will we allow our students to use their names, put pictures up, and make use of their own personal e-mail address (if given).
If photos are to be included, use more "generic" school pictures such as pictures of the crowd at a school assembly or game.
Ownership and Retention – All web pages on the district’s web page are property of the Rio Hondo School District. Web pages will be deleted when a student graduates or moves unless prior arrangements have been made with the Technology Department.
Policies – The following additional policies apply to electronic transmission:
No unlawful copies of copyrighted material may be produced or transmitted via the district’s equipment, including its web server.
All communications via the district web pages must have no offensive content. This includes religious, racial, and sexual harassment, violence, and profanity.
Any deliberate tampering with or misuse of district network services or equipment will be considered vandalism and will be handled as such.
In the interest of maintaining a consistent identity, professional appearance, and ease of use and maintenance, the following technical standards are established for all Rio Hondo School District web pages. Each web page added to the district web site must contain certain common elements:
At the bottom of the page, there must be the date of the last update and the name or initials of the person(s) responsible for the page or the update.
At the bottom of the page, there must be a link that returns the user to appropriate points in the district pages. This would normally be a return to the district home page.
Standard formatting is used; browser friendly HTML editors or word processor programs that save files as HTML files may be used.
Care should be used in creating extensive files with tiled backgrounds, large graphics, or unusual or dark color combinations.
The authorized teacher/principal who is publishing a final web page will edit, test the document for accurate links, and ensure that the pages meet the content standards listed above. In addition, the teacher/principal will assume responsibility for updating the links as needed.
Pages may not contain links to other pages that are not yet completed. If further pages are anticipated but not yet developed, the text that will provide the link should be included but may not made "hot" until the further page is actually in place.
All graphics should be in GIF format, until otherwise stated. Other formats, including sound or video, may be used only in special circumstances and after consultation with the Technology Department.
Directory structure will be determined by the Technology Department and the web master responsible for coordinating the district web page.
These guidelines will be evaluated and updated as needed in response to the changing nature of technology and its application in the Rio Hondo School District.
LIMITATION/TERMINATION and/or REVOCATION OF SYSTEM USER ACCESS
The District may limit, suspend or revoke a system user’s access to the District’s system(s) upon violation of District policy administrative regulations regarding acceptable use.
System users and parents of students with access to the District’s electronic communication system(s) should be aware that use of the system may provide access to other electronic communication systems in the global network that may contain inaccurate or objectionable material.
The District’s system is provided on an "as is, as, available" basis. The District does not make any warranties, whether express or implied with respect to any services provided by the system(s) and any information or software contained therein. The District does not warrant that the functions or services performed by, or that the information or software contained on, the system will meet the system user’s requirements, or that the system will be uninterrupted or error-free, or that defect will be corrected.
Opinions, advice, services, and all other information providers, service providers, or other third party individuals in the system are those of the providers and not the District.
The District will cooperate fully with local, state, or federal officials in any investigation concerning or relating to misuse of the District’s electronic communication system(s).

Sample parent letter for Rio Hondo Independent School District System Access to the Internet
Your child may have an opportunity to participate in the District’s communications system and needs your permission to do so. Your child will be able to communicate with other schools, colleges, organizations, and individuals around the world through the Internet and other electronic information systems and networks.
The Internet is a worldwide network of computer systems. Through the District’s electronic communications system, your child will have access to hundreds of databases, libraries, and computer services.
With this educational opportunity also comes responsibility. It is important that you and your child read the enclosed District policy administrative regulations, and discuss these requirements together. Inappropriate system use will result in the loss of the privilege to use this educational tool.
Please note that it is possible that your child may run across areas of adult content and some material you might find objectionable. While the District has taken reasonable steps to preclude access to such material and does not encourage such access, it is not possible for the District to absolutely prevent such access.

The Internet is a vast and rapidly growing worldwide network of over two million computers. No individual or group runs the Internet; it is a collective effort of thousands of information providers: schools, governments, nonprofit groups, commercial groups, and individuals. Internet users now number in the tens of millions.
Rio Hondo Independent School District’s campuses are able to use the Internet’s rich resources and also to publish information on the Internet. As part of many technology applications employed across the curriculum, the school may wish to publish a variety of teacher and student products on the Internet. The types of products may include, but are not limited to, creative writing, artwork, slide presentations, and audio/visual productions.
We will not publish grades or student test scores, home addresses, phone numbers, or materials protected by federal regulations.
