Jessica A. Gonzales
President, Board Member since 2013
Ms. Jessica Gonzales has served as a dedicated Board Member for the past three (3) years, during which, she has never missed a board meeting, workshop, or conference. Ms. Gonzales’ belief is quoted as, “As a school Board Member, it is important to get involved with our community and organizations. I make every effort to attend school events, meetings, fundraisers, and conferences.” She uses the power of social media, including Facebook, to maintain constant communication with the community and parents regarding Rio Hondo ISD’s news and events.
Ms. Gonzales has served as a Municipal Judge for the City of Rio Hondo since July of 2011 and is employed as a Legal Assistant for the Law Office of Esteban Gonzales since 2010. She is the proud parent of three (3) boys: Gabriel - A 2011 Rio Hondo ISD graduate; Esteban – An 8th grade student at Rio Hondo Junior High; and Kevin – A 6th grader at Rio Hondo Junior High.
Manuel Flores, Jr.
Vice President, Board Member since 2007
Mr. Manuel Flores, Jr. is self-employed with Flores Civil Process, which is a company that processes court documents. He previously served as a Justice of the Peace for four (4) years and a Cameron County Constable in Precinct 4 (included Rio Hondo, Texas) for 18 years.
Mr. Flores has three children, Marissa, Patrick, and Manuel Flores III. His daughter Marissa is a Rio Hondo High School graduate of 2009, Patrick is an entering 9th grader at Rio Hondo High School, and Manuel is an entering 6th grader at Rio Hondo Junior High.

Ms. Claudia Villalobos is an alumni and former teacher of Rio Hondo ISD. She has accepted the opportunity to run and serve on the RHISD School Board so that she could work as a team and positively impact and help improve the district. Although she does not have any children of her own, Ms. Villalobos does have numerous nieces and nephews that attend Rio Hondo ISD. She felt it was important to represent the students that she once served as a teacher, as they became more than just students on a roster, they became as she felt as her own children. Ms. Villalobos is currently employed as a full-time teacher at a neighboring school district.

Mr. Noe Alaniz is a full-time Criminal and Family Law Attorney. He was raised in Rio Hondo, Texas; thus, his experience as an attorney and living in the Rio Hondo community has allowed him to better serve Rio Hondo ISD as a Board Member.
Mr. Alaniz’ enjoys speaking to members of the community to determine their needs and use his experience as an attorney to address these needs.

Mr. Guadalupe Arnold Martinez, Jr. is a 1988 Rio Hondo High School graduate. Mr. Martinez is employed with the United States Customs and Border Protection as a Border Patrol Agent and is currently the President of the Harlingen Border Patrol Association. Moreover, Mr. Martinez serves as a volunteer for Court Appointed Special Advocates (CASA) in both Cameron and Willacy counties.
He has two sons, Eddie and Isaac Martinez, who are entering into the 2nd and 8th grade respectively within Rio Hondo ISD. His daughter is also a 2009 Rio Hondo High School graduate.

Mr. Rene Alfaro is currently employed as an Operations Manager with Jimmy Sanders, Incorporated. The experience Mr. Alfaro has gained the farm input supplier, which applies the latest technologies in farming, has allowed him to better serve the school district which is located in a farming community.
Mr. Alfaro is a resident of Rio Hondo, Texas and has two daughters, Stephanie Renae and Lynette Marie. Both daughters are Rio Hondo High School graduates of 2008 and 2004 respectively.
Board Member since 2015Mr. Alonzo Garza is the newest member of the Rio Hondo ISD School Board. He was elected in May of 2015. Mr. Garza resides in Rio Hondo, Texas and is currently employed as a Career and Technology Teacher with the Brownsville Independent School District. He strongly believes that his 22 years of experience as a teacher will allow him to contribute to his duties as a Board Member. In addition to being a teacher, Mr. Garza has served on the Machine Shop Advisory Committee for Texas State Technical College (TSTC) in Harlingen for the past five (5) years.Mr. Garza has one son, Jacob Alonzo Garza, who graduated from Rio Hondo High School in 2012
